In 2017, the study included 448 universities from 81 subjects of the Russian Federation. The evaluation of universities was carried out according to such criteria as the demand for trained specialists by employers, the commercialization of the intellectual product produced by the university, as well as the demand for a research product (methodology) .

The university demand rating includes state, departmental, municipal and private universities that provide training for basic and additional higher education programs. Among them are 127 engineering universities, 89 classical universities, 54 agricultural universities, 61 management universities, 69 humanitarian universities and 48 medical universities. The study did not include branches, higher religious educational institutions, universities in the field of culture and military profile.

According to the results of this study, in terms of the ratio of "the proportion of graduates who received a job placement" the country's agricultural universities are in the lead - almost 68 percent of graduates get a job placement. The least demanded by employers are graduates of universities in the field of management (economics, finance, law, 28.6%).

According to the indicator "the share of funds in the budget of the university from scientific research", as expected, engineering universities of the country are in the lead (on average 15.6% of the budget of universities). More modest (almost one and a half times) figures for medical and agricultural universities - 9.1% and 8.2%, respectively. The lowest average values ​​are for liberal arts universities (7.7).

If we consider the "citation index of the works of employees of the organization", then the gap between different types of universities is not so obvious: the maximum indicators are in classical universities (11.9%) and medical universities (11.7%), and the minimum - in the humanities (8.6 %).

Among the engineering universities (technical universities), which are most widely represented in this study, the leader is the National Research Nuclear University MEPhI. The second line of the ranking is occupied by the St. Petersburg National Research University of Information Technologies, Mechanics and Optics. The leader of the ranking among classical universities, as in the previous year, was the Moscow State University named after M.V. Lomonosov. The change in the network led to the fact that a number of universities, which in 2016 occupied worthy positions, left the “tops” in 2017. Thus, according to Natalia Tyurina, the rating for the first time demonstrates measurements of the changed network.

This opinion is shared by the scientific director of the Volga branch of the Federal Institute for the Development of Education, the scientific director of this study, Efim Kogan. Commenting on the results, he noted that the purpose of the rating is not so much to show "a place in the ranks" as to declare adherence to the criteria for assessing the conditions and results of the organization's activities. "The creation of the 2017 university ranking according to the criteria of the previous year takes into account the changes that have taken place in the list of the country's universities for a variety of reasons - reorganization, suspension or revocation of a license, etc.," he stressed.

At the same time, experts pay attention to the stability of leadership groups. In their opinion, this indicates that the Russian system of higher education is generally stable in terms of its characteristics.
