Upon admission to the direction of training 050100 "Pedagogical education", the university has the right, when establishing four entrance tests from the List of entrance tests, to replace the fourth entrance test with an entrance test in a general education subject corresponding to the teacher's (teacher's) training profile.

Upon admission to areas of study (specialty) for which additional entrance examinations of a creative and (or) professional orientation are conducted, the university establishes at least two entrance examinations from the List of entrance examinations.

The list of entrance examinations established by the university must necessarily include entrance examinations in the Russian language and in a specialized general education subject (with the exception of the categories of citizens specified in subparagraph 3.3. of paragraph 3 of this Procedure).

All entrance examinations conducted by the university independently upon admission to the first year, including additional entrance examinations, are completed no later than July 25 (with the exception of admission by correspondence course).

The university also uses this right when enrolling in educational programs of higher professional education in the areas of training (specialty) 031000 "Philology", 031001 "Philology", 050300 "Philological education", 050302 "Mother tongue and literature", 050700 "Pedagogy" and 050708 " Pedagogy and Methods of Primary Education", implemented at the levels of higher professional education.

41. The results of all entrance examinations, including additional entrance examinations, are evaluated on a 100-point scale.

41.1. The results of the winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren, members of the national teams of the Russian Federation participating in international Olympiads in general subjects and formed in the manner determined by the Ministry of Education and Science of the Russian Federation 11 are recognized by universities as the highest results of entrance examinations ("100" points) in these general education subjects when admitted to areas of training (specialty) that do not correspond to the profile of the Olympiad.

42. An additional entrance test of a profile orientation is established by the university for the corresponding direction of training (specialty) in a profile general education subject, determined by the List of entrance tests.

Additional profile-oriented entrance examinations are conducted in the form of an oral or written examination, interview, testing, or by a combination of them.

Programs of additional entrance examinations of a specialized orientation in general education subjects are formed by higher educational institutions on the basis of the federal state educational standard of secondary (complete) general education.

42.1. Additional entrance tests of a creative and (or) professional orientation are conducted in written or oral form, in the form of listening, viewing, interviewing, or in another form determined by the annual admission rules of a higher educational institution.

43. The interview procedure is documented in a protocol that records questions for the applicant and a brief commentary by the examiners (annotation) of the answers to them.

44. Additional entrance examinations can begin no earlier than the start of accepting documents and be carried out in several stages as examination groups are formed from among the persons who have submitted the necessary documents, and can be conducted in parallel with the passing of the Unified State Examination in additional terms of the Unified State Examination by persons who do not have the results of the Unified State Examination.

45. The university establishes the list, programs and form of entrance examinations for admission to study in master's programs independently.

46. ​​The list, programs and form of attestation tests for admission to the second and subsequent courses, including for persons with higher professional education, are established by the university independently.

47. At entrance examinations, additional entrance examinations, as well as attestation examinations, a calm and friendly atmosphere should be provided, and applicants should be given the opportunity to fully demonstrate the level of their knowledge and skills.

48. It is forbidden to count final exams at preparatory departments, courses (schools) at universities as entrance tests, additional entrance tests.

49. The schedule of entrance examinations, additional entrance examinations and attestation tests (subject, date, time, examination group and place of the examination, consultations, date of announcement of the results) is approved by the chairman of the selection committee or his deputy and brought to the attention of applicants no later than June 20. In the schedule of entrance examinations, additional entrance examinations, entrance examinations for master's programs and attestation examinations, the names of the chairmen of the examination commissions and examiners are not indicated.

50. Applicants take entrance and attestation tests in Russian (with the exception of additional entrance tests in the state language of the constituent entity of the Russian Federation, if such an opportunity is provided for at the university, entrance tests in a foreign language, as well as an entrance test in their native language and literature, conducted in accordance with with the third paragraph of clause 40 of this Procedure).

51. For applicants to state-funded places (by general competition, by targeted admission, who have the right to out-of-competition admission), as well as to places under contracts with payment of tuition fees, for a certain area of ​​training (specialty), for the corresponding course (with the exception of categories of citizens specified in subparagraph 3.3 of paragraph 3 of this Procedure) the same entrance examinations are established.

52. The fact that competitive entrance examinations are designed to select the best is known to everyone. But not everyone knows that the previous entrance exams to the university performed another function: they set the applicant the level of requirements that was necessary for further education. The minimum passing scores of the USE do not solve this problem in any way. Minobrovsky thresholds are not to be considered seriously in this capacity at all. In mathematics, for example, the official 27 passing marks correspond to the solution of six simple problems of the level 5-7. In the old days, with such "knowledge" they would not even be taken to the 10th grade. The university has the right to raise this value.

Suppose he increases the minimum passing score to 50. Now, to overcome the threshold, you need not 6, but 10 tasks of the SAME LEVEL. And what has changed from this? Essentially, nothing.

Each increase in the passing score narrows the circle of applicants. Moreover, capable guys often turn out to be overboard, who, precisely because of their abilities, do not pay due attention to working out “skills for passing the exam”, and they are bypassed in terms of points by a trained idiot. Note that if a university wants to provide applicants with reliable knowledge of geometry, for example, then it will have to set an unthinkable threshold of 98 points (graduates with such indicators are now only 0.03%; a current student can pass the exam in mathematics without any knowledge of geometry by 97 points) . Now even the Mekhmat of Moscow State University groans because its students do not know elementary geometric facts.

So, the key fatal flaw of the USE as an entrance exam is that it is not able to perform the preparatory function of the previous entrance tests. In addition, USE scores are “valid for 4 years” (why not for life?), This provision is written into the law on education. And what remains of knowledge after 4 years? It seems that the drafters of the law did not hear at all about the main function of the entrance exam.

The consequence is a TOTAL DECEPTION OF THE YOUTH. Schoolchildren gain their USE scores, the happy ones go to the university and there they end up with a mass “with nothing”: they cannot study. From the first day they drop out of the educational process and either leave with time, or float on the waves of per capita funding (which does not allow the university to get rid of them on its own) with fake triples for the same diploma. Today, this process has covered almost ALL universities and ALL faculties.

The most ugly thing in this story is that if at least part of the effort spent on preparing for the Unified State Examination was aimed at reaching the level of the previous entrance tests, the same students could quite successfully study at the same universities.
