Since 2009, admission to Russian universities began to be based on the results of the Unified State Exam. After passing the unified state exam, you receive a Unified State Examination certificate - an official document adopted by the Ministry of Education of the Russian Federation.
The certificate is issued in the singular (regardless of how many exams you took, the subjects are indicated in the document as a list) and confirms that you have successfully passed the exams. The document contains the personal data of the exam participant (last name, first name, patronymic) and the exam result in points according to a hundred-point grading system. If the examinee does not achieve the minimum accepted score in any subject, the exam result and information about passing it are not included in the certificate. According to the current rules, the Unified State Examination certificate is valid until December 31 of the year following the year in which it was received. This means that the results of the Unified State Exam can be used for admission to a higher educational institution within two years (for a person who passed the Unified State Exam and went into the army, this period may increase even more), that is, with the results of the Unified State Exam in 2013, you can enter a university in 2014 year.

What should those who do not have a Unified State Examination certificate do? How to enter a university without the Unified State Exam?

• have already received one higher education;
• transfer students from other universities;
• having secondary vocational education and wishing to obtain higher education in the same profile (same specialty);
• graduated from school, vocational school, college, technical school before January 1, 2009;
• have received secondary (complete) general education in educational institutions of foreign countries;
• citizens with disabilities who do not have USE results at the time of admission;
• winners and prize-winners of the All-Russian Olympiad for schoolchildren, “university” Olympiads for schoolchildren included in scroll, champions and prize-winners of the Olympic, Paralympic and Deaflympic Games, as well as participants in international Olympiads in general education subjects for schoolchildren.

In the cases listed above, applicants can be enrolled in universities without a Unified State Examination certificate based on entrance examinations at the university. But then, of course, each university must take its own exam.

If your Unified State Exam has already expired or your Unified State Exam results are low for admission to a university?

Unified State Examination results are valid for two years. But you can retake or retake exams in the subjects you need, however, under certain conditions.

• Students are allowed to retake the Unified State Exam this year:
  - graduates of the current year who received an unsatisfactory result in the Russian language or mathematics at the Unified State Examination;
  — applicants who did not take the Unified State Exam for good reasons (illness or other documented circumstances);
  — Unified State Examination participants who did not complete the examination work for good reasons (illness or other documented circumstances);
  — Unified State Exam participants whose results were canceled by the State Examination Commission (SEC) or the Federal Examination Commission (FEC), if the conflict commission satisfies the appeal of a participant in the Unified State Exam regarding a violation of the established procedure for conducting the Unified State Exam.
• If a graduate is simply not satisfied with the Unified State Exam results in one or more subjects (compulsory or elective), he will only be able to retake them the next year. At the same time, he can retake the Unified State Examination in any subjects (even if he retakes all of them, or “doesn’t pass” all of them, or even just one, as required) in order to try to improve the result. And then, if there are USE results for two years, you can choose the best of these results for admission to a university, and in any combination. For example, use the result in mathematics from 2012, and the result in Russian language and social studies from 2013. If, when trying to retake the exam, the applicant “fails” the exam, that is, does not even get the minimum score, then you can take the last year’s result. If you have USE results for two years, then in your application for admission to a university you need to indicate the results of which year in which subject you are choosing, and then it will not be superfluous to check whether exactly the results you wanted were taken into account.

Where to submit documents?

To participate in the Unified State Exam early (in April) and during the main deadlines (May-June), you must submit an application before March 1. The application indicates the subjects that the examinee plans to take.

• Graduates of schools of the current year and students in institutions of primary (NPO) and secondary vocational education (SVE) submit an application for taking the Unified State Exam to their educational institution in which they mastered the programs of secondary (complete) general education.
• Applications from graduates of previous years and graduates of educational institutions of non-profit and secondary vocational education are accepted at the places of registration for the Unified State Exam. Registration places are announced in accordance with the organizational and territorial scheme for conducting the Unified State Exam in a constituent entity of the Russian Federation.
• Graduates of previous years, graduates of NPOs and secondary vocational education, as well as citizens who received education in foreign countries - all those who did not have the opportunity to pass the Unified State Exam within the main deadlines, submit an application from June 20 to July 5 to the places of registration for the Unified State Exam to pass the test in additional terms (in July). The application can be accepted both at the place of residence and in any region of the Russian Federation (for example, at the location of the university or college).

6. You decided to get a second higher education

If you decide to get a second higher education in the Russian Federation, then you definitely don’t need to take the Unified State Exam. This is good news. However, you should know that budget places are provided only for those who are entering the university for the first time, which means you will have to pay for the tuition yourself.

7. You are re-entering a university (after an academic leave or expulsion)

If for one reason or another you had a planned or unexpected break in your studies, then the university should accept you without retaking the Unified State Exam.

8. You decided to transfer from one university to another

Transfer from one university to another also occurs without passing the Unified State Exam. All details of a transfer from one higher educational institution to another are enshrined in the University Charter, so the procedure will take place according to these regulations, but certainly without additional exams.

9. You have decided to enroll in a master's or graduate school

Admission to a master's or graduate school, of course, involves entrance tests, since here, too, there is always a struggle for budget places, but you definitely won't have to take the Unified State Exam. There are the most controversial rumors about whether it is possible to enter a university without passing the Unified State Exam, and this is not surprising: the issue of obtaining a higher education worries both graduates and their parents. And they are already adults who have decided to go to university in order to expand their specialized knowledge and horizons, as well as obtain a diploma necessary for work. The number of applicants who have certain problems with passing the Unified State Exam does not decrease, but only grows from year to year.

So, who in the new 2015 will be able to enter college without first passing the Unified State Exam?

According to the Federal laws of the Russian Federation, all graduates of schools, colleges, technical schools, and schools who receive complete secondary education in their educational institutions will be able to enter universities and institutes only after first passing the unified state exam and presenting its results to the admissions committee. What are the exceptions?

1. Citizens with health limitations or disabilities. They have the right to take exams in the form that their physical capabilities and health allow, for example, in the form of traditional answers on exam papers. Based on the results of these exams, this category of graduates receives a school certificate.
2. Foreign citizens who have graduated from a secondary educational institution in their country and received the appropriate certificate.

Who else will be able to enter a university without first passing the Unified State Exam?

• Anyone who graduated from a college or technical school at a certain university this year can enroll in existing specialist training programs, but only in specialized specialties. These programs provide shortened training periods. It is necessary to pay special attention that this opportunity exists only during the first year after graduating from college or technical school.
• Without passing the Unified State Exam, students who have a certificate of incomplete higher education enter the institute, who for some reason interrupted their studies, and after some time decided to continue it.
• Those who already have one higher education and are entering college to get a second are not required to take the Unified State Exam. Upon admission, such applicants present a diploma of first higher education. The same applies to admission to a master's program. There is another category of people who have a successful certificate, but did not take the Unified State Exam because they graduated from school or a vocational school before 2009, that is, before this type of state exam became mandatory. Theoretically, these people have the right to enter universities without presenting USE results, but only for evening and correspondence courses. However, every year the number of universities and specialties providing such an opportunity decreases and practically approaches zero. Increasingly, applicants who have long since graduated from school are asked to first pass the Unified State Exam before applying to their chosen university. Therefore, anyone who has decided to continue their education after 3.4 or more years have passed after graduation is advised to clarify whether the given university accepts certificates without Unified State Examination results or not.

Today, there are no other ways to do without providing USE results. Neither for non-state universities, nor for creative ones.

Just a couple of years ago, institutes and academies that trained specialists in creative professions actually accepted school graduates based on the results of creative competitions, fortunately, the competition for the professions of actors, vocalists, artists and musicians was, and remains, huge. However, today the legislation obliges these higher education institutions to admit future students only with a certificate that indicates the results of the Unified State Exam. Yes, the creative competition continues to be much more significant than the number of points received for state exams, but, nevertheless, without these results they are not allowed to participate in the competition.

What can you do if you haven’t passed the Unified State Exam, but you really want to study at a university, and you want it urgently, without spending a whole year retaking it?

You can try to enroll in a foreign university. Different countries have different requirements for applicants and the documents required for admission. It is quite possible to choose an option that suits your interests. It is necessary to take into account that this option may not always be affordable, and in addition, it will require knowledge of the language in which the teaching will be conducted. There are also a number of recently formed so-called international universities, offering mainly distance learning and programs designed specifically for Russians. How acceptable the quality of education in such universities will be, and how much demand a diploma from such an organization will then have, each applicant decides for himself.

The Unified State Exam is the basis for obtaining a certificate of secondary education and further admission to a university. It has become compulsory since 2009. The essence of the Unified State Exam is that each 11th grade graduate gains a certain number of points in two compulsory disciplines (mathematics and Russian language) and additional ones that he chooses. These results are counted as an entrance exam at a college, institute, or university.
