Information on the competitive selection of candidates for applicants

for admission in 2019

The Prosecutor's Office of the city of Sevastopol is conducting a competitive selection of candidates for admission to the Crimean Law Institute (branch) of the University of the Prosecutor's Office of the Russian Federation for training in the specialty program in the field of training 40.05.04 "Judicial and prosecutorial activities", full-time, duration of study 5 years, at the expense budgetary allocations of the federal budget on the basis of secondary general education, secondary vocational education in 2019.

Citizens of the Russian Federation are selected for training who have demonstrated a high level of knowledge, excellent and good general educational preparation, who have a penchant for prosecutorial work, who are able to engage in it due to health reasons, and who have passed mandatory psychological testing for professional suitability.

According to the requirements of the Federal Law “On the Prosecutor's Office of the Russian Federation,” persons who have received targeted training in the areas of the prosecutor's office of the city of Sevastopol are required, in accordance with the agreements concluded with them, to work in the prosecutor's office of the city of Sevastopol for at least five years.

The basic requirements for admission to the University of the Prosecutor's Office of the Russian Federation in 2019 are established by the following regulatory documents:

In accordance with the order of the Prosecutor General of the Russian Federation dated September 28, 2018 No. 617 “On establishing the minimum number of points for the unified state exam in general education subjects for which admission to study at the federal state government educational institution of higher education “University of the Prosecutor's Office of the Russian Federation” is carried out in 2019/20 academic year" the following values ​​are established for the minimum number of points of the unified state exam in general education subjects, confirming the successful completion of entrance examinations for which admission to study at the federal state government educational institution of higher education "University of the Prosecutor's Office of the Russian Federation" is carried out in the 2019/20 academic year:

Russian language - 50 points;

social studies - 60 points;

history - 50 points.

In addition, the prosecutor's office of the city of Sevastopol is accepting documents for the competitive selection of candidates for admission to the Institute of the Prosecutor's Office of the Moscow State Law University. O.E. Kutafin in the specialty program in the field of training 40.05.04 “Judicial and prosecutorial activities”, full-time, duration of study 5 years, at the expense of federal budget allocations on the basis of secondary general education, secondary vocational education in 2019.

The selection of candidates for applicants is carried out in several stages:

  • Reception of documents, interviews and questionnaires. These events are carried out by the senior assistant to the city prosecutor for personnel, as well as by district prosecutors (interdistrict prosecutor) at the place of residence of the candidates.
  • Checking the accuracy of the submitted data, including requesting information about bringing the candidate and his close relatives to criminal liability, about bringing the candidate to administrative liability during the year preceding the day of submission of documents to participate in the selection;
  • Psychological examination of candidates to determine professional suitability, which is carried out by the chief specialist of the apparatus (psychologist) of the city prosecutor's office;
  • Acceptance of Unified State Examination results;
  • Competitive selection of candidates (candidates’ documents are reviewed by the commission of the prosecutor’s office of the city of Sevastopol for the selection of candidates for applicants, the final decision on issuing or refusing to issue a referral is made by the city prosecutor);

The grounds for refusal to issue a referral for training are: 4th group of professional suitability based on the results of a psychological examination; the results of the Unified State Exam (USE) are below the minimum number of points established by the educational organization; availability of information about the candidate being brought to criminal liability; the presence of a disease confirmed by a medical report that prevents service in the prosecutor’s office; reporting false information about yourself and your close relatives; inconsistency of the candidate with the requirements for professional and moral qualities necessary for subsequent service in the prosecutor's office.

For persons born after January 1992 on the territory of states - former republics of the USSR - a certificate on the grounds for acquiring Russian citizenship from the territorial body for migration issues of the Ministry of Internal Affairs of Russia, a certificate on the presence or absence of citizenship from the Embassy or the Consular Department of the Embassy of the state in whose territory the person is born, a copy of the Decree on renunciation of citizenship. Dual citizenship is not allowed.

For persons recognized as citizens of the Russian Federation in accordance with Part 1 of Art. 4 of the Federal Constitutional Law of March 21, 2014 No. 6-FKZ “On the admission of the Republic of Crimea to the Russian Federation and the formation of new entities within the Russian Federation - the Republic of Crimea and the federal city of Sevastopol” - a certificate from the relevant federal executive body performing the functions of development and implementation of state policy and legal regulation in the field of migration on the acceptance of a statement of unwillingness to be a citizen of Ukraine (in accordance with Part 4 of Article 4 of the above Law).

All documents must be dated from the current calendar year. Copies of documents must be made using a photocopier and are clearly legible. Presentation of original documents is required.

Documents of candidates for applicants who have passed an interview with the senior assistant city prosecutor for personnel and professional psychological selection with a positive result (I-III group of professional suitability), who have a good educational level and positive characterizing materials, who have submitted all the required documents, as well as all those necessary for admission to the relevant educational organization, the documents provided for in the admission rules are reviewed by the commission for selecting candidates for applicants of the prosecutor's office of the city of Sevastopol.

Issuing referrals for admission in the order of targeted admission is the right of the prosecutor's office, but not the obligation.

Persons wishing to receive targeted referrals for admission to an educational organization can contact the senior assistant city prosecutor for human resources until May 31, 2019.

1. General questions

This Regulation has been developed in accordance with the Federal Law “On the Prosecutor’s Office of the Russian Federation”, orders of the Prosecutor General of the Russian Federation dated 02/20/2013 No. 80 “On the main directions of work with personnel in the bodies and institutions of the Prosecutor’s Office of the Russian Federation”, dated 10/04/2010 No. 373 “On improving the system of training, advanced training and professional retraining of employees of the prosecutor's office of the Russian Federation", dated 09/15/2014 No. 493 "On the professional psychological selection of candidates for service in the prosecutor's office of the Russian Federation and training in state educational organizations", dated 01/31/2017 No. 54 " On the organization of work to ensure targeted admission and targeted training of citizens in state educational organizations of higher education" and regulates the work on the competitive selection of candidates for targeted training for the city prosecutor's office at the Academy of the General Prosecutor's Office of the Russian Federation, prosecutorial institutes as part of the Moscow State Law University named after O .E. Kutafin, Saratov State Law Academy and Ural State Law University.

2. Organization of work on the selection of applicants

2.1. A competitive selection of candidates for applicants is carried out with the aim of identifying persons who meet the established requirements for sending them for admission to state educational organizations of higher education that train personnel for the prosecutor's office of the Russian Federation under the bachelor's degree program in the field of training "Jurisprudence" on a full-time basis.

2.2. Candidates for applicants to targeted places in state educational organizations of higher education that train personnel for the prosecutor's office of the Russian Federation can be citizens of the Russian Federation who have an education of at least secondary general education (in accordance with the rules for admission to educational organizations) and who are receiving higher education for the first time .

2.3. Candidates for applicants must have excellent and good general educational preparation, high moral qualities, a desire to work in the city prosecutor's office, meet special professional requirements, and be fit and capable for health reasons to carry out prosecutorial activities.

2.4. The competitive selection of candidates for applicants is a set of measures to assess the professional and moral qualities of candidates, the degree of their suitability for health reasons and their focus on subsequent service in the prosecutor's office of the Russian Federation.

2.5. The main principles of selection are legality, equal availability of citizens to undergo candidate selection activities, uniformity of requirements for each candidate, objectivity and impartiality in identifying candidates for receiving referrals for admission.

2.6. The main criteria for selecting candidates for applicants for issuing targeted directions are: the results of a psychological examination, the results of the Unified State Exam (hereinafter - the Unified State Exam), the conclusion of the medical commission on the suitability of the candidate to study in an educational organization of higher education, information characterizing the personality of the candidate, incl. . data indicating his desire to study in the legal profession and further work in the prosecutor's office.

2.7. Responsibilities for organizing the work of selecting applicants are assigned to the senior assistant city prosecutor for personnel.

2.8. The senior assistant to the city prosecutor for personnel, based on the real need for personnel, based on a long-term forecast, annually prepares applications to the Prosecutor General's Office of the Russian Federation for the allocation of targeted places in educational organizations for training in higher education programs in the corresponding year.

2.9. In order to ensure awareness of the procedure and conditions for admission to state educational organizations of higher education and high-quality competitive selection of applicants, district prosecutors, environmental prosecutors organize work in close cooperation with territorial government bodies that manage education, educational institutions, the media, labor teams by holding lectures and conversations in educational institutions of secondary education with in-depth study of social studies, history and law, meetings with parents and future school graduates, participation in extracurricular activities for the study of legal disciplines, holding various olympiads on legal topics, writing essays on topics related with prosecutorial activities, publishing the conditions for selecting candidates for applicants in the media, personally participating in interviews with applicants.

2.10. Information about the beginning and end of the competitive selection of candidates for applicants is posted on the official website of the city prosecutor's office.

2.11. The total number of candidates for applicants is formed taking into account the competitive basis for admission to educational organizations (at least 2 people per budget place).

2.12. Work on the selection of applicants is carried out in accordance with the requirements of the Federal Law of July 27, 2006 No. 152-FZ “On Personal Data” and the regulatory legal acts adopted in accordance with it.

3. Competitive selection procedure

3.1. The work on selecting candidates for applicants is carried out on the basis of a competitive selection, which includes the following stages.

3.2. The initial explanatory and selection work is organized and carried out by district prosecutors and an environmental prosecutor, who study the candidate’s documents and conduct interviews with both the candidates themselves and their parents in order to determine their consent and opportunities for their son or daughter to study in another city. The initial selection work is also carried out by the senior assistant and assistant city prosecutors for personnel.

3.2.1. List of documents submitted by applicants:

Application of the candidate (his legal representative) addressed to the prosecutor of the city of Sevastopol for the issuance of a referral for admission to an educational organization (Appendix No. 1);

Application of the candidate (if he is a minor - his legal representative) about consent to the processing of personal data, as well as an application from the legal representative in relation to the candidate’s minor brothers and sisters who have reached the age of 14, as well as an application from the second parent and all adult brothers and sisters about consent to the processing of personal data (Appendix No. 2-4);

An autobiography, written in your own hand, displaying the dates of your life and activities in chronological order, as well as indicating information about close relatives (father, mother, brothers, sisters), date and place of birth, place of study (place of work and position), home address ( registration and residence addresses);

A copy of the passport of a citizen of the Russian Federation of the candidate and the legal representative of the minor candidate;

A copy of the certificate of change of surname, name, patronymic (if changes were made);

A copy of a military ID or certificate of a citizen subject to conscription for military service (for young men recognized for health reasons as limitedly fit for conscription into the Armed Forces of the Russian Federation, it is mandatory to provide a transcript of the conclusion of the military medical commission);

A copy of the work book (if available);

Characteristics from the place of study (work or military service) indicating the date of issue, signature of the director, affixing the official seal;

A copy of the education document (if graduating students apply before receiving the education document - a certificate of academic performance (grades sheet certified by the seal of the school director));

Medical certificate in form No. 086/u;

A certificate from narcological and psychoneurological dispensaries indicating whether the person sought medical help and is registered (the purpose of obtaining is for admission to an educational organization of higher education in the order of targeted admission);

Certificate of no criminal record for yourself and close relatives;

Photographs, 6 pieces, size 3 cm by 4 cm, made in color on matte paper without a corner;

Extracts on the results of the Unified State Examination (submitted immediately after their receipt, but no later than the date of the meeting of the commission for the selection of candidates for applicants to the prosecutor's office of the city of Sevastopol);

Documents confirming special rights upon admission to study;

Depending on the individual data of the candidate for applicants, the list of documents may be supplemented. For example, documents evidencing the candidate’s achievements may be presented: certificates of honor, award certificates, newspaper publications, etc.

All documents must be dated from the current calendar year. Copies of documents must be made on a photocopier and be clearly legible. Presentation of original documents is required.

3.2.2. District prosecutor, environmental prosecutor, senior assistant city prosecutor for personnel:

Documents are examined and the accuracy of the data presented is checked;

Information is requested about bringing the candidate and his close relatives to criminal liability, about bringing the candidate to administrative liability during the year preceding the day of submission of documents to participate in the selection; if necessary - about the reasons for the candidate’s failure to complete military service upon conscription, or recognition as limitedly fit for military service;

An interview and questionnaire are conducted to determine the candidate’s motivation to serve in the prosecutor’s office, the general level of culture, knowledge about the state and law, interests and hobbies, and erudition (Appendix No. 5).

3.2.3. After an individual conversation with the applicant and studying the characterizing material by the district prosecutor, the environmental prosecutor, a decision is made to send documents to the senior assistant city prosecutor for personnel to consider the possibility of the candidate’s participation in the competitive selection or refusal to send the documents. The refusal of the district prosecutor or environmental prosecutor does not deprive the candidate of the right to apply to the senior assistant to the city prosecutor for personnel with an application for further consideration of the issue of issuing a referral.

3.2.4. District prosecutors and the environmental prosecutor send information to the senior assistant city prosecutor for human resources about the work carried out and the results of the initial selection, a list of candidates, a certificate of the results of the interview (characterizing information and established motives for applying for the target direction), questionnaires filled out by candidates, with the documents submitted by the candidates attached.

3.3. At the second stage, the competitive selection of candidates for applicants and events for professional psychological selection are organized by the senior assistant to the city prosecutor for personnel, including, if necessary, interviews with candidates and their parents, during which he explains the nature of the upcoming study and the features of serving in the authorities prosecutor's office. Additional verification activities may be carried out.

3.3.1. In the process of psychological selection, a comprehensive study of the personality of a candidate for training in educational organizations is carried out, and his professional suitability is determined.

3.3.2. A psychological examination of candidates for applicants is carried out by the chief specialist of the city prosecutor's office (psychologist) according to the methods recommended by the Prosecutor General's Office of the Russian Federation, in accordance with the requirements of the order of the Prosecutor General of the Russian Federation dated September 15, 2014 No. 493 “On the professional psychological selection of candidates for service in bodies Prosecutor's Office of the Russian Federation and training in state educational organizations."

3.3.3. The candidate is notified of the day and place of the psychological examination by telephone; in the event of no communication or failure to appear, the candidate is notified by sending an appropriate notification. For persons who do not appear for valid reasons, testing is postponed to another time. For persons who do not appear for testing without good reason, a decision is made to refuse to issue a referral. The specified persons (their legal representatives) are sent information about the decision made within seven days.

3.3.4. The results of the psychological examination are not subject to publication on the official website of the city prosecutor's office.

3.4. At the third stage, the documents of candidates for applicants who have passed an interview and professional psychological selection are reviewed by the commission for the selection of candidates for applicants of the prosecutor's office of the city of Sevastopol (hereinafter referred to as the Commission).

3.4.1. The commission is formed as part of the first deputy city prosecutor (chairman of the commission), senior assistant city prosecutor for personnel (deputy chairman of the commission), assistant city prosecutor for personnel (secretary of the commission) and members of the commission: head of the department for supervision of the implementation of federal legislation, head of the department for supervision of criminal procedural and operational investigative activities, head of the criminal justice department, head of the department for ensuring the participation of prosecutors in civil and arbitration proceedings, head of the department for supervision over the implementation of anti-corruption legislation, senior assistant city prosecutor for ensuring one’s own safety and physical defense, senior assistant to the city prosecutor for legal support and interaction with the public, representative of the Sevastopol regional branch of the All-Russian public organization of veterans and pensioners of the prosecutor's office.

3.4.2. The composition of the Commission is determined by order of the city prosecutor.

3.4.3. Within the framework of the powers granted, the Commission has the right to:

Based on a complete and objective study of the materials on the selection of candidates for applicants presented by the senior assistant city prosecutor for human resources, make proposals to the city prosecutor to issue a referral to the candidate applicant for admission to an educational organization at the target place;

Based on the study of the presented materials, recommend to the city prosecutor to refuse to issue a referral to the candidate for admission to the educational organization for the target place;

Invite candidates to the Commission meeting for an additional interview if necessary.

3.4.4. The main criteria for making a decision by the Commission are:

Results of the psychological examination;

Unified State Examination results.

Based on the results of the Unified State Examination, the winners are the candidates with the highest total scores in specialized subjects established by educational organizations in the specialty “Jurisprudence” (Russian language, history, social studies).

In the event of an equal number of Unified State Examination points, applicants with the highest scores in the subject “Social Studies” have the right to receive a referral.

Data characterizing the candidate’s personality. If there is information that negatively characterizes the candidate, a referral for targeted training will not be issued, regardless of the results of the Unified State Exam and psychological examination.

3.4.5. The grounds for refusal to issue a referral to study at educational organizations are:

4 group of professional suitability based on the results of a psychological examination;

Unified State Exam results are below the minimum number of points established by the educational organization;

Availability of information about the candidate being brought to criminal liability;

The presence of a disease confirmed by a medical report that prevents service in the prosecutor’s office;

Communication by the candidate of false information about himself and his close relatives;

The candidate does not meet the requirements for professional and moral qualities necessary for subsequent service in the prosecutor's office.

In addition, the decision to refuse to issue a referral is made in relation to candidates who have not undergone a psychological examination, interview and questionnaire, as well as who have not submitted all the documents provided for by these Regulations and the rules for admission to the relevant educational organization.

3.4.6. The decision regarding each of the submitted candidates is made by the Commission through open voting.

3.4.7. The results of the Commission meeting are documented in minutes, which are signed by the chairman and secretary of the commission.

3.4.8. Proposals to the city prosecutor to issue referrals to selected candidates are formed by the senior assistant city prosecutor for personnel based on the decision of the Commission.

3.4.9. The final decision on whether to issue a referral is made by the city prosecutor.

3.4.10. Participants in the competition are informed of the results within seven days from the moment the decision is made.

3.4.11. The Prosecutor's Office of the city of Sevastopol concludes agreements on targeted training with candidates selected for admission, which come into force from the date of enrollment of the candidate in an educational organization, and issues a referral for admission.

4. Final provisions

4.1 The senior assistant to the city prosecutor for personnel creates the applicant’s personal file, which must contain the documents provided for by the rules of admission to the relevant educational organization. The applicant’s personal file is sent by the city prosecutor’s office to the admissions committee no later than the deadline established by the rules for admission to study at the relevant educational organization.

4.2. For each applicant who has received a referral for targeted training and entered an educational organization, a personal work file is created, which includes the necessary information about enrollment, information about the completion of training, including progress monitoring data, characteristics issued in connection with the internship, data on preventive and explanatory measures taken in all cases of information received from educational organizations about students’ non-compliance with responsibilities for mastering the main educational program, violations of discipline and other circumstances relevant to the execution of contracts on targeted training.

4.3. Documents of candidates who took part in the competitive selection, but who were not given directions for targeted training, are returned to them upon written application within three years from the date of completion of the competitive selection.
